The Kenya National E-Commerce Strategy (2023) provides a comprehensive roadmap for accelerating the country’s participation in the digital economy by fostering an inclusive, trusted, and secure e-commerce ecosystem. Anchored in Vision 2030 and the Digital Economy Blueprint (2019), the strategy identifies six pillars: law and regulation, ICT infrastructure, trade facilitation and logistics, payment systems, skills development, and access to finance. It emphasizes expanding broadband access, building consumer trust through robust legal frameworks, promoting digital skills and inclusion (especially for women, youth, and persons with disabilities), and strengthening logistics and payment systems to support cross-border trade. The strategy’s mission is to create an enabling environment for e-commerce adoption by all Kenyans and ensure that MSMEs and start-ups can compete effectively in domestic and international markets, positioning Kenya as a regional leader in digital trade.
